You want the iamge you used for your avator to be your Welcome Logon's background and nothing more?
If you use it as your desktop wallpaper, then using TweakUI you can do it.

I think I've seen logon screen that uses the same background as what you're looking for but it might take me a while to find it again. I know for sure I've seen the Boot Screen that uses your image.

Because I'm such a nice guy, and because I have a virtualpc that I can beat up and not give a shit, I "installed" it on there and got the ZIP file of it for you.

Now because the "readme.txt" doesn't tell you how, another classic asshole thing to do, I will. The only part they tell you what do without screwing around is installing the new font file to the Font folder.
If you're not using SP2, then extract the EXE from the "PiratedEditionIII" folder. Other wise extract the EXE from the "PrtdEdtnIIISP2" folder.
1. Boot into Safe Mode. If you don't know how to do that, then you shouldn't be fucking around with this sort of thing.
2. Go to C:\Windows\System32 and find 'logonui.exe'
3. Rename 'logonui.exe' to 'logonui.bak'
4. Take the EXE you extracted and rename it to 'logonui.exe'
5. If you're smart you'll see where this is going...copy the new logonui.exe to C:\Windows\System32
6. Restart, you should see your pirate during the restart process. If not you screwed up.
7. Enjoy your new logon screen.
