Strange Problem With Scrollbar

I have a friend who sent the following into a group that I am in. If anyone has any helpful info it would be greatly appreciated. She is about to reformat and I told her to hold off til I ask in here.

'My computer will be fine then I'll be say in the browser or email and the scroll bar will start wigging out scrolling up and down really fast outta control and you can't close out of any program normally and you can't crtl alt del will scroll all crazy also.
I've run every online scan, Norton is updated and runs a complete scan daily I've run ad aware hijack this spyware search and destroy bitdefencer registry cleaner etc....when this was happening before i had to reformat...and now it's back.....I don't even know what to call the problem so i can google it. Any ideas for me?

Any warnings in your device manager or something like that? It sounds more like a problem with your keyboard or the connection between mainboard/keyboard.

A little more info about your system would help.
