Two things:
1) 20 posts in your first day? wow. wow.
2) what the hell are you doing? no... seriously.. what are you doing? I get the computer, but why are you calling it a print server? was the computer used at one time to print network documents? I think you're confusing a networked computer with a "print server." A print server is not a computer at all.
That said, have you tried setting up the CD-Rom as master on the secondary IDE channel? If it works, leave it there and add the second hard drive as a slave on the primary channel. If you have no luck, add the second hard drive as a slave to the CD-Rom drive.
In other words, try out all of the configurations.
It's odd that your board likes "cable select" but not master/slave settings. Could be an issue you may want to look into. A replacement motherboard at this level could be purchased on ebay for around $10 USD. Might solve some of your problems.
Then again, for $299 US, you can buy a whole brand new pentium 4 system from dell.
