No offense, but if you're finding NWN to be choppy, then either you're not exactly informed viz. how "good" computers have gotten in the past 3 years, or you're playing mods with so many global OnHeartbeat scripts running every half-second that you could choke a fucking virtual elephant with 'em.
That said, if you're looking for a tolerant persistent world which caters to just about everyone, try
www.worldofamon.com.
I used to knock around there every so often, back in the day before I just sort of outgrew playing the game (and instead began working with it; go figure), and I always found the locals to be, by and large, a decent and accommodating group of individuals.
There aren't a ton of elitist restrictions in place either, which sounds to me like it would suit your purpose.
On an aside, if you're interested in independent modules as opposed to PWs, hop over to The Vault and look up "Caereena - Krakona Rising". I recently wrote roughly one metric ton of dialogue for that mod's next patch, and am heading into storyboarding for the sequel now.
Basically, what that means is that I feel indirectly obligated to plug it at every available opportunity.
...So there you go.
