That's stupid. That's really fucking stupid, actually.
Even if it does pass, though, I would expect that within a matter of weeks, every single lease and rental agreement in your area will be revised to include a specific clause disallowing potfarms on the premises. While that may not resolve the problem outright should litigation ever occur, it'll sure make a handy failsafe for the landlords to displace fault to the tenants.
Depending on how steadfast (or not) the Canadian judicial system is, that in itself may be enough to keep landlords' fat out of the fire.

...And it would be vastly amusing, I think, the first time one comes across a property rental ad that reads along the lines of:

Price Range: $630/mo
Unit Type: 3 Bed, 1.5 Bath
Pets: Cats OK; No Dogs
Crops: Oregano, Basil, Thyme OK; No Marijuana

I dont feel an owner should be held if the person in the home gets into something. I know you really have to becareful who you rent to, some of these people today live like pigs and wont think a minute before they ruin a really nice home. The problem is in most places the landlord can NOT just evict them. No matter what a person does or destroys. Not cool at all if they damage the place or dont keep it clean the land lord shoul be able to thro them out on their ass.
