Theres gotta be a black sheep in every family and obviously your step sister is that one. As for the whole welfare thing, the only thing you really can do is bring the attention to the rest of the family or the parents. Have them deal with it, give them guilt and what not. You should confront her about it though and just find out why shes doing it and if anything give her a scare about it, what could happen if shes caught. I dont know man, i wouldnt turn her in but just know that there is a such thing as a karma and it'll screw them over soon enough.
