I just got my new flagpole today, something I believe is that proper respect should be given to our flag. I have some questions regarding this:
1. when is proper to fly the flag? only holidays or every day?
2. does the same applies to the state flag and to the pow flag (I think this last one shoule be fly all of the time)

If you are honoring your country by flying the flag, why would you not fly it every day? In regards to the state flag, as long as it's flown at a somewhat lower level as per law/tradition, it can be too in my opinion.
And what would be the use of the POW/MIA flag if you only flew it at certain times. If our minds are with them all the time, so should the flag.

Here are some of the more well known parts of the Federal Flag Code. Thought you might find it useful.
The flag should be displayed from sunrise to sunset, and not left out overnight unless it is fully illuminated.
Bring the flag in during stormy weather, unless it's considered an all-weather flag.
Don't drape the flag over your car or boat. When the flag is displayed on a vehicle, it should fly from a staff fixed on the passenger side.
When hung from a staff, the union -- the blue field of stars -- should be at the peak. When hung either horizontally or vertically, the union should be on the observer's left. Flying the flag "upside down" or with the union at the bottom is considered a distress signal.
The flag should never touch the floor or ground or body of water.
The flag should never be used as a piece of clothing, bedding, drapery or ceiling cover. It should not be used for commercial purposes. (Those little flags that appear in your neighborhood overnight with business cards attached are a technical violation.)
If your flag is looking tattered this year and it's time to replace it, do not simply chuck the old one into the trash can. According to the code, when the flag "is in such condition that it is no longer a fitting emblem for display, [it] should be destroyed in a dignified way, preferably by burning."

my dad and family puts it up everyday, and half mast on presidents day, pearl hardbor, D-Day, and other bad american days. It flew at half mast Reagon's day too.

You can purchase a flag which has flown over the Capitol through your Congressman. They are run up and down the pole specifically for that purpose. I have always lived within a few hours of D.C. Because of the many free displays [Smithsonian,etc.] and living history, it is a great place for a family vacation.

Sunrise to sunset. If displayed at night, should be illuminated. State flag should be lower than "Stars and Stripes". Just remember that even though it is made in Taiwan, many great men died for it. Oh no, that last line sounded kinda sappy. You get the point though.

If you need to dispose of it (wear and tear / damaged) you can always take it to a VFW post (Veterans of Foreign Wars). There are plenty of them around, and they handle flag disposal services.
