How to create an ftp server

I'm trying to start an ftp server to try and make use of my HD space. I followed some very specific instructions on one site, but no one can access my server. My computer says my IP is 192.168 etc, but all the resources on the net say 65.w/e which one do outsiders access from, and what settings should I have, etc.

Your IP on the LAN is 192.168.x.x and on the WAN it is 65.x.x.x. You need to enable port forwarding in your router admin software so that traffic pointed toward your FTP ports (probably 20,21) from the WAN will go to the computer having the FTP service. From outside your network, people will access your files via the 65.x.x.x IP, and your router will forward them to your local 192.168.x.x computer.
