I dunno about buying something off someone else already made. But for the sake of this let's assume that it's what he says it is. You'll have to figure out a way of ensuring that it is. Like test before paying, or something.
PSP isos are fairly easy to find in the usual places, private trackers like demonoid and gaming specific ones will have them in spades.
The memstick, once formated for the psp (by the psp) will contain a folder tree structrue that is easy to understand:
I forget what it looks like plain jane, because I have irshell on mine (which sucks) there is a folder for ISOs and you just dump them in there, and they run off the XMB under games/memory stick. simple. some will need there to be a UMB in the drive.
I don't know how basic you need, so I'll just say that you go to USB connection on the XMB, and hit X. then...oh yeah, you need the miniB to USB cord, obviously. The one I have is awesome, it's the USB splits into both a min-B and a DC power cable at the one end, so you can charge the battery off the USB. nice. Anyway, from there it's just cut n paste the .iso file into the \ISO folder. easy.

http://pspupdates.qj.net/ that will tell you all about modding, hacking, and homebrew for the PSP. You will not find any mention of ISOs other than where they say they are illegal and won't discuss them. Cause they are. You'll have to find you're info there, and you're ISOs elsewhere. These are pirated copies, don't forget.
Dark Alex has a custom firmware, and there is a new alternative written by some russians, that allot of people seem to like. but I hear they are essentially the same, as far as what they enable you to do. the russian one came out lately, and I haven't read up on anything in about 2 months.
memsticks are 1GB (or less but who cares) 2GB, 4GB, and I think now even 8GB (but they're like 400 bucks last i looked). ISOs range in size from about 300 megs for a small game like lumines, to about 1.4 GB for some. most are about 800MB. apparently the sandisk cards are faster than the sony ones.
If it's already been modded with the custom FW, then you don't need to worry about too much, just find the games and enjoy. You don't need GTA:LCS if it's already been done. If it hasn't been done, and you're getting a fresh PSP and wanting to mod it youself, you've got allot of reading to do, because you're clearly a noob. It's faily involved as you're rewriting a new OS to the flash memory of the thing.
And finally, never ever hit the network update. there is another confirm to press, but still. it'll update the firmware to the oficial latest sony one, and yer fucked. they put it right next to the USB one, so be careful.
I'm sure you've got more questions now. but basicly, don't tackle doing the modding yourself without some serious legwork. if it comes pre-modded, then yer fine. if you have a minute while you're looking at it, you can confirm the DA custom FW in the XMB by going Settings>system settings>System information>system software = 3.40 OE-A (unless it's B or C now)
